40th Session of Facilitation Committee: main outcomes

 

At the IMO headquarters in London the Facilitation Committee (FAL) held its fortieth session from 4 to 8 April 2016 under the Chairmanship of Mr. Yury Melenas, the Permanent representative of the Russian Federation to IMO.

The Committee adopted amendments to the Annex of the Convention on Facilitation of International Maritime Traffic of 1965 (the FAL Convention), which were previously approved by the FAL 39. It was decided that the amendments should enter into force on 1 January 2018.

In particular, a new Standard 1.3bis was inserted in Section “C - Systems for the electronic exchange of information” of the Annex to the FAL Convention. It obliges public authorities to establish systems for the electronic exchange of information by 8 April, 2019. Another new Standard 1.3ter gives shipowners and other parties concerned a transitional period of not less than 12 months before the use of the said systems becomes mandatory.

The amendments also contain provisions regarding arrival, stay and departure of ships and provide a possibility of electronic submission of required information. Information concerning ship security, preliminary information on cargo and an advanced notification form for waste delivery were included in the list of information required by public authorities. The amendments cover issues such as stowaway incidents, arrival, stay and departure of passengers and cargo, public health and quarantine, including sanitary measures for animals and plants.      

The amendments define terms that are important for the current daily needs of the shipping industry, including “Single window”, “Shipper” and “Ship agent”.

The Committee finalized amendments to the circular FAL.5/Circ.39 “Guidelines for the use of electronic certificates” and to the resolution A.1052(27) “Procedures for Port State control” designed at promoting wider acceptance of electronic certificates and their verification. 

The Committee approved the draft circular on “Revised guidelines on minimum training and education for mooring personnel”.

Mr. Yury Melenas was unanimously reelected as the FAL Chairman for 2017.

The 41st session of the Committee is scheduled for April, 2017.

The 65th session of the IMO Marine Environment Protection Committee (MEPC) has considered and agreed the proposed amendments to MARPOL Annex VI Regulation 13 on Nitrogen oxides (NOx) to change the date of entry into force of the requirements of Tier III standards on emissions of nitrogen oxides from marine diesel engines. Earlier, it was envisaged that the Tier III standards on emissions of nitrogen oxides would come into force on 1 January 2016, subject to the sufficiency of the relevant technologies of exhaust gas cleaning marine diesel engines on market.
