Press Release on the Ninety-Sixth Session of the Maritime Safety Committee (MSC-96)

The ninety-sixth session of the Maritime Safety Committee was held at the IMO Headquarters from 11 to 20 May 2016, under the chairmanship of Mr. Brad Groves (Australia).

The following main important issues were considered during the session:

- Consideration and adoption of amendments to mandatory instruments;

- Measures to enhance maritime security;

- Goal-based new ship construction standards;

- Passenger ship safety;

- Mandatory instrument and/or provisions addressing safety standards for the carriage of more than 12 industrial personnel on board vessels engaged on international voyages;

- Unsafe mixed migration by sea;

- Analysis and consideration of recommendations to reduce administrative burdens in IMO instruments including those identified by the SG-RAR.

The Committee adopted the MSC resolutions as follows:

-Resolution MSC.402(96) – requirements for maintenance, thorough examination, operational testing, overhaul and repair of lifeboats and rescue boats, launching appliances and release gear;

-Resolution MSC.403(96) – amendments to the International Code for Fire Safety Systems (FSS Сode);

-Resolution MSC.404(96) – amendments to the International Convention for the Safety of Life at Sea, 1974, as amended;

-Resolution MSC.405(96) – amendments to the International Code on the Enhanced Programme of Inspections during Surveys of Bulk Carriers and Oil Tankers, 2011 (2011 ESP Сode);

-Resolution MSC.406(96) – amendments to the International Maritime Dangerous Goods (IMDG) Сode;

-Resolution Msc.407(96) – amendments to the Code for the Construction and Equipment of Mobile Offshore Drilling Units, 2009 (2009 MODU Сode).

The Committee approved the drafts of amendments with a view for adoption at the MSC-97 as follows:

-draft MSC Resolution on amendments to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW), 1978, as amended;

-draft MSC Resolution on amendments to part a of the Seafarers' Training, Certification and Watchkeeping (STCW) Сode;

-draft amendments to the IGC Code;

-draft amendments to SOLAS Regulations ii-2/1 and II-2/10;

-draft new SOLAS Regulation XI-1/2-1.

The Committee considered reports of the Secretary-General on the evaluation of information communicated by the State-Parties pursuant to regulation I/8, paragraph 3 of the STCW Convention, as amended. In particular the Committee confirmed that the information provided by the Russian Federation shows that full and complete effect is given by the Russian Federation to the provisions of regulation I/8 of the 1978 STCW Convention, as amended.

The Committee agreed to develop a new chapter of XV SOLAS and a new code addressing the carriage of more than 12 industrial personnel on board vessels engaged on international voyages.

The ninety-seventh session of the Committee is scheduled to take place from 21 to 25 November 2016.

05.06.2013 - 65th session of the IMO Marine Environment Protection Committee (MEPC-65) was held from 13 to 17 May in London at IMO Headquarters

The 65th session of the IMO Marine Environment Protection Committee (MEPC) has considered and agreed the proposed amendments to MARPOL Annex VI Regulation 13 on Nitrogen oxides (NOx) to change the date of entry into force of the requirements of Tier III standards on emissions of nitrogen oxides from marine diesel engines. Earlier, it was envisaged that the Tier III standards on emissions of nitrogen oxides would come into force on 1 January 2016, subject to the sufficiency of the relevant technologies of exhaust gas cleaning marine diesel engines on market.
