4th Session of Sub-Committee on Human Element, Training and Watchkeeping

The Sub-Committee on Human Element, Training and Watchkeeping (HTW) held its fourth session from 30 January to 3 February 2017, chaired by Ms. Mayte Medina (United States). The session was attended by delegations from Member Governments and Associate Members of IMO; by representatives from United Nations and specialized agencies; by observers from intergovernmental organizations, and non-governmental organizations in consultative status.

The Sub-Committee approved draft STCW.7 circular on Advice for port State control officers, recognized organizations and other relevant parties on the certificates and documentary evidence required under the STCW Convention, 1978, as amended, and provision of the documentation for verification, to provide the necessary guidance to address the inconsistency in the interpretation of the Convention. MSC 98 is supposed to endorse the draft circular and revoke MSC/Circ. 1030 and MSC/Circ. 1032.

 The Sub-Committee also took the following decisions:

-         finalized the development of the framework for the GISIS module relating to the STCW Convention and Code for consideration by the Sub-Committee, with a view to approval by MSC;

-         endorsed the draft text to the Procedures for port State control, 2011 (resolution A.1052(27)), as input to be considered by the III Sub-Committee when reviewing resolution A.1052(27)

-         endorsed the draft MSC circular on amendments to MSC.1/Circ.1503 on ECDIS – Guidance for good practice, as a revised form, reflecting also already made changes by MSC.1/Circ.1503/Corr.1, and submited to MSC for approval;

-         validated the new draft model courses  on Basic and Advanced training for ships operating in polar waters, on Ratings forming part of a watch in a manned engine-room or designated to perform duties in a periodically unmanned engine-room and on Ratings as able seafarer deck.

-         validated draft revised model courses on Assessment, Examination and Certification of Seafarers, on Training course for Instructors, on Onboard assessment and on Engine-Room Simulator.

The Sub-Committee made notable progress on the revision of the Guidelines on fatigue and on the comprehensive review of the STCW-F Convention. However, due to time constraints the Sub-Committee had not been able to complete discussion of all proposed amendments that were deferred to HTW 5 (scheduled for July 16-20, 2018).

At the IMO headquarters in London the Facilitation Committee (FAL) held its fortieth session from 4 to 8 April 2016 under the Chairmanship of Mr. Yury Melenas, the Permanent representative of the Russian Federation to IMO.


05.06.2013 - 65th session of the IMO Marine Environment Protection Committee (MEPC-65) was held from 13 to 17 May in London at IMO Headquarters

The 65th session of the IMO Marine Environment Protection Committee (MEPC) has considered and agreed the proposed amendments to MARPOL Annex VI Regulation 13 on Nitrogen oxides (NOx) to change the date of entry into force of the requirements of Tier III standards on emissions of nitrogen oxides from marine diesel engines. Earlier, it was envisaged that the Tier III standards on emissions of nitrogen oxides would come into force on 1 January 2016, subject to the sufficiency of the relevant technologies of exhaust gas cleaning marine diesel engines on market.
