Press Release on Results of 117th Session of Council

The 117th session of the Council was held from 5 to 9 December 2016 and was chaired by Mr. J. Lantz (United States). The session was attended by delegations of 40 Member Governments, observers from 41 Member-States, six intergovernmental organizations and 21 non-governmental organizations. 

 The following main important issues were considered during the session:

- Strategy, planning and reform;

- Resource management;

- IMO Member State Audit Scheme;

- Protection of vital shipping lanes;

- Periodic review of administrative requirements in mandatory IMO instruments;

- 14 Principles to be considered in the review of existing requirements and the development of new requirements.

After an extensive discussion Member Governments approved the draft Strategic plan for the Organization for the six-year period 2018-2023, including the Vision statement, the Overarching principles and Strategic directions.

The Council noted progress made in the implementation of the IMO Member State Audit Scheme since the 116th session of the Council and encouraged Member States to nominate those individuals who meet the relevant criteria as auditors under the Scheme.  

The Council considered human resource matters, including amendments to the Staff Regulation and Staff Rules. It also noted the Report on arrears of contributions and of advances to the Working Capital Fund and on the implementation of Article 61 of the IMO.

The Council approved the following reports of the IMO working bodies:

- Report of the 70th session of the Marine Environment Protection Committee;

- Report of the 66th session of the Technical Cooperation Committee.

During the session an official prize ceremony took place. Dr. Frank Lawrence Wiswall Junior, former Chair of the IMO Legal Committee and Vice President (Honoris Causa) of the Comité Maritime International (CMI) received the prestigious International Maritime Prize for 2015 for his contribution to the work of IMO over many years.

The Council agreed that its 118th regular session to be held at IMO Headquarters from 24 to 28 July 2017.

At the IMO headquarters in London the Facilitation Committee (FAL) held its fortieth session from 4 to 8 April 2016 under the Chairmanship of Mr. Yury Melenas, the Permanent representative of the Russian Federation to IMO.


05.06.2013 - 65th session of the IMO Marine Environment Protection Committee (MEPC-65) was held from 13 to 17 May in London at IMO Headquarters

The 65th session of the IMO Marine Environment Protection Committee (MEPC) has considered and agreed the proposed amendments to MARPOL Annex VI Regulation 13 on Nitrogen oxides (NOx) to change the date of entry into force of the requirements of Tier III standards on emissions of nitrogen oxides from marine diesel engines. Earlier, it was envisaged that the Tier III standards on emissions of nitrogen oxides would come into force on 1 January 2016, subject to the sufficiency of the relevant technologies of exhaust gas cleaning marine diesel engines on market.
