Press Release on Results of 4th Session of Sub-Committee on Navigation, Communications and Search and Rescue

The Sub-Committee on Navigation, Communications and Search and Rescue (NCSR) held its fourth session from 6 to 10 March 2017, chaired by Mr. R. Lakeman (the Netherlands).

The session had a full and varied agenda. It included issues of modernization of Global Maritime Distress and Safety System (GMDSS), routeing measures and mandatory ship reporting systems, cooperation with the International Telecommunication Union (ITU), Inmarsat, Cospas-Sarsat and other issues.

The Sub-Committee achieved tangible results on various matters, in particular:

- finalized the draft performance standards for shipborne GMDSS equipment to accommodate additional providers of GMDSS satellite services and prepared a relevant draft MSC resolution;

- endorsed the revised draft text of amendments to SOLAS Convention chapter IV and to the appendix to the SOLAS Convention, related to Certificates, with a view to accommodate additional mobile satellite services;

- approved the draft Modernization Plan of the GMDSS;

- approved the revised SAR.7 circular on the list of documents and publications which should be held by a Maritime or Joint Rescue Coordination Centre;

- endorsed the draft MSC circular on Guidelines for shipborne Position, Navigation and Timing data processing.

In addition the Sub-Committee approved the modifications to the existing route schemes and many other routeing measures, including for the Northern approaches to the Thames Estuary, Tokyo Bay, Pacific coast of Costa Rica and for the Tubbataha Reefs in the Sulu Sea. The majority of measures taken are aimed at environment protection.

 The Sub-Committee re-elected Mr. R. Lakeman as Chair and Mr. N. Clifford (New Zealand) as Vice-Chair for 2018.

The fifth session of the Sub-Committee was tentatively scheduled to take place from 19 to 23 February 2018.

05.06.2013 - 65th session of the IMO Marine Environment Protection Committee (MEPC-65) was held from 13 to 17 May in London at IMO Headquarters

The 65th session of the IMO Marine Environment Protection Committee (MEPC) has considered and agreed the proposed amendments to MARPOL Annex VI Regulation 13 on Nitrogen oxides (NOx) to change the date of entry into force of the requirements of Tier III standards on emissions of nitrogen oxides from marine diesel engines. Earlier, it was envisaged that the Tier III standards on emissions of nitrogen oxides would come into force on 1 January 2016, subject to the sufficiency of the relevant technologies of exhaust gas cleaning marine diesel engines on market.
