The press-release on 20th session of the IMO Sub-Committee on the Flag State implementation (FSI) of the International Maritime Organization (IMO)

In the work of the Subcommittee attended by delegations of 83 Member States of IMO, 2 of which are associate members, and representatives of 35 international organizations.

The main issues that have been considered by the 20th session should include the following:

  • Revision of the Code for the implementation of mandatory IMO instruments (III Code);
  • Development of the Code for Recognized Organizations (RO Code);
  • Harmonization of Port State Control activities;
  • Review of the Guidelines for the harmonized ship survey system and certification annexes to the code for the implementation of mandatory IMO instruments.

Sub-Committee prepared the following documents:

  • A revised draft of the Code for the implementation of IMO instruments, which will be sent for approval to the 90th session of the MSC and the 64th session of MEPC, with a view to its subsequent adoption by the relevant Resolution at the 28th session of the IMO Assembly to be held in November 2013. The Code will be an audit standard for the mandatory IMO Member State audit scheme. The transition from the voluntary audit scheme of Member States to mandatory audit scheme is planned for 2015-2016;
  • A draft of the Code for Recognized Organizations, which will be forwarded for approval to the 91st session of the MSC and the 65th session of MEPC and for adoption by the relevant MSC and MEPC Resolutions. The Code sets standards for Recognized Organizations, including the procedure for recognition, performance assessment standards and requirements of the Code, as well as the implementation of monitoring of the activities of recognized organizations by the Flag Administration. The RO Code is expected to enter into force in 2014-2015;
  • Revised draft MSC circular “Guidelines on exemptions for crude oil tankers solely engaged in the carriage of cargoes and cargo handling operations not causing corrosion” prepared by the DE Sub-Committee. The changes were made in section 5 of the Circular of the procedure and conditions for granting of the exemptions from the requirements of the new Regulation II-1/3-11 SOLAS, which was adopted by resolution MSC.291(87), in respect of the anti-corrosion coating of the tanks. The final draft MSC circular will be sent for approval to the 90th session of MSC;
  • Lessons Learned for Presentation to Seafarers for review of shipping companies and the ships’ masters of ships, as well as for use by the seafarers’ training centers.

The Subcommittee adopted a two-year agenda of work for 2012-2013 and provisional agenda for the 21st session.

The next 21th session of the FSI is scheduled for 4-8 March 2013.

05.06.2013 - 65th session of the IMO Marine Environment Protection Committee (MEPC-65) was held from 13 to 17 May in London at IMO Headquarters

The 65th session of the IMO Marine Environment Protection Committee (MEPC) has considered and agreed the proposed amendments to MARPOL Annex VI Regulation 13 on Nitrogen oxides (NOx) to change the date of entry into force of the requirements of Tier III standards on emissions of nitrogen oxides from marine diesel engines. Earlier, it was envisaged that the Tier III standards on emissions of nitrogen oxides would come into force on 1 January 2016, subject to the sufficiency of the relevant technologies of exhaust gas cleaning marine diesel engines on market.
