The press-release on the forty-third session of the Sub-Committee on Standards of Training and Watchkeeping (STW) of the International Maritime Organization (IMO) held from 30 April to 4 May 2012

The 43rd session of the IMO Sub-Committee on Standards of Training and Watchkeeping (STW 43) was held from 30 April to 04th May 2012 at the Headquarters of the International Maritime Organization (IMO).

The work of the Sub-Committee was attended by delegations of 79 Member States of IMO, 3 associate members, and representatives of 32 international organizations.

The main issues that have been considered by the 20th session are as follows:

- Validation of model training courses;

- Development of an e-navigation strategy implementation plan;

- Development of guidance for the implementation of the 2010 Manila amendments and the guidelines for the implementation of the medical standards of the 2010 Manila amendments;

- Consideration of amendments to the International Safety Management (ISM) Code and the Guidelines for the implementation of the ISM Code by the Administrations and the shipping companies.

In the course of consideration of model training coursesthe Sub-Committee validated the model courses: «Operational use of Electronic Chart Display and Information Systems(ECDIS)»; «Security awareness training for seafarers with designated security duties»,and «Security awareness training for all seafarers»;«Ship Security Officer»; «Training the Simulator Trainer and Assessor».

During the consideration of an e-navigation strategy implementation plan preliminary analysis was performed of the endorsed list of gaps relevant to seafarers training on e-navigation related to STCW-78, as amended.

When considering the guidelines for the implementation of the 2010 Manila amendments the Sub-Committee endorsed the drafts of the revised the following circulars of the Marine Safety Committee (MSC):

- MSC.1/Circ.796/Rev.2 «Procedures regarding the consideration of information communicated in accordance with article IV and regulation I/7 of the STCW Convention and section A-I/7 of the STCW Code»;

- MSC.1/Circ.997/Rev.1 «Guidance on the preparation, reporting and review

of independent evaluations and steps taken to implement mandatoryamendments required by regulations I/7 and I/8 of the STCW Convention,and sections A-I/7 and A-I/8 of the STCW Code»;

- MSC.1/Circ.950/Rev.1 «Guidance on arrangements between parties to allow for recognition of certificates under regulation I/10 of the STCW Convention».

The Sub-Committee also endorsed draft STCWcircular «Electronic Chart Display and Information System (ECDIS) Training», regulatingissues relating topossible gaps ineducation and training of masters andofficers in charge of anavigational watch.The draftcircularprescribesmandatorybasic trainingon the use ofECDIS for navigators, working on ships withthis equipment, and specifiesthe issues oftraining ofnavigatorswith specificECDISequipmenton board of theship,on which thesenavigatorswork.

The Sub-Committee endorsed the revised Guidelines on Medical Examination of

Seafarers and invited the MSC to approve it.

The Sub-Committee endorsed the draft amendments to the International Safety Management (ISM) Code that will be submitted for approval to 91st session of the MSC Committee, that is to be held in November 2012.The amendments(Chapters1,3,4,6,8,9,11,12,14 of the Code)areclarifyingandexplainingthe nature andare intended to facilitateunderstanding andimplementation ofthe Code.

The Sub-Committee also endorsed and submitted to 91st session of the MSC Committee for approval the draft amendments to the Revised Guidelines on Implementation of the International SafetyManagement (ISM) Code by Administrations (resolution A.1022(26)), amendments to the Guidelines for the operational implementation of the InternationalSafety Management (ISM) Code by Companies (MSC-MEPC.7/Circ.5), and to the Guidelines for structure of an integrated system of contingencyplanning for shipboard emergencies (resolution A.852(20)).

The next 44thsession of the STW is scheduled for 13-17 May 2013.

05.06.2013 - 65th session of the IMO Marine Environment Protection Committee (MEPC-65) was held from 13 to 17 May in London at IMO Headquarters

The 65th session of the IMO Marine Environment Protection Committee (MEPC) has considered and agreed the proposed amendments to MARPOL Annex VI Regulation 13 on Nitrogen oxides (NOx) to change the date of entry into force of the requirements of Tier III standards on emissions of nitrogen oxides from marine diesel engines. Earlier, it was envisaged that the Tier III standards on emissions of nitrogen oxides would come into force on 1 January 2016, subject to the sufficiency of the relevant technologies of exhaust gas cleaning marine diesel engines on market.
